Yes. Both from increased rolling resistance as well as increased aero drag.
If you're just after the "wheels to the edge of the fenders look" you could try spacers. You will not lose mileage. However, you will have to fit longer wheel studs / bolts (which do the X have, BTW?)
Does anyone make them for the X?
