Is there any way to track the delivery of the vehicle independent of
the dealership?
We are awaiting a Mesa Biege Touring with Navi which was scheduled
to be built on 11/4/00 to 11/8/00.
Our dealer gave me a VIN last Monday, Nov. 13.

Your dealer would have been given 2 dates... a window between which it would leave the factory.
In Los Angeles they're running 12 days (at the most) between when it leaves the factory 'til when it arrives at the dealer.
My dates were 11/6 to 11/12, and it arrived 11/20... I picked it up 11/21
I'm told they're actually arriving faster then expected.

Well, the weather has just turned for the worse in Buffalo which has been snowed in... Buffalo is the point of entry to the US -- this may delay some deliveries.]
